Generally, a participant from an APEC economy who wishes to enter the United States must first obtain a visa. The APEC Business Travel Card (ABTC) is not valid in lieu of a visa or as an entry document to the United States. ABTC card holders must travel with the correct visa or, if qualified, under the Visa Waiver Program. There are several steps to apply for a visa:

  • Complete the online visa applications (form DS-160).
  • Schedule an interview. Interviews are generally not required for A-1 or A-2 applications.
  • Pay a non-refundable fee.
  • Gather and prepare the required documents before your visa interview.
  • Attend your visa interview. During your visa interview, a consular officer will determine whether you are qualified to receive a visa, and if so, which visa category is appropriate based on your purpose of travel. You will need to establish that you meet the requirements under U.S. law to receive the category of visa for which you are applying.

For Government Officials: An A-1 or A-2 visa is appropriate for diplomats or foreign government officials traveling to the United States to engage solely in official duties or activities on behalf of a foreign government. An A-1 or A-2 visa must be obtained prior to entering the United States. You cannot travel using a visitor visa or under the Visa Waiver Program to conduct official activities on behalf of a foreign government. More information is available at:

For Business Travelers:A B-1/B-2 visa is appropriate for non-U.S. citizens who want to enter the United States temporarily for business (visa category B-1), tourism, pleasure or visiting (visa category B-2), or a combination of both purposes (B-1/B-2). The Visa Waiver Program (VWP) allows citizens of participating countries to travel to the United States without a visa for stays of 90 days or less, if they have received an Electronic System for Travel Authorization (ESTA) approval prior to travel. VWP participant in APEC include Australia, Japan, South Korea, Brunei, New Zealand, Singapore, Taiwan (with an e-passport and national ID number), and Chile. Citizens of Canada generally do not need visas for tourism and business visits to the United States. More information is available at:
